Can I offer this mode of thinking? "Solar panels" can be just about anything. So if you get glass that is not UV transparent then it can help heat the cells through radiation AND trap the heat. I don't know that cheap solar panels are going to be made with quality glass, or with utmost efficiency in mind.
Also, you might think about concentrated solar. Regular PV panels don't do particularly well with efficiency. With concentrated solar you can get over 30% efficiency.
